The National Highway Traffic Safety Administration, under an amendment to a funding bill, could exempt 15,000 vehicles per manufacturer from requiring controls for humans, giving a big boost to autonomous vehicles. Safety advocates, however, say the bill doesn’t provide protection for consumers and “opens the door” to unregulated testing and sales.
